At SpArc and The Arc of Macomb County, we are proud to support initiatives that promote the safety and dignity of individuals with intellectual and developmental disabilities. Two key programs making a difference right here in our community and across Michigan include:
Clinton Township Special Needs Registry

Created by the Clinton Township Police Department, this registry helps first responders better serve residents with disabilities by giving them important information before they arrive on the scene. Families can submit voluntary details such as medical conditions, behavioral triggers, and calming strategies to help ensure safe, informed interactions.
Sterling Heights Special Needs Registry

Launched by the Sterling Heights Police Department, this registry allows residents to voluntarily share key information with law enforcement about individuals with disabilities, mental health needs, or other conditions that may affect communication or behavior. The goal is to ensure that emergency responses are safe, informed, and compassionate.
Michigan State Police VIP Program

The “Vulnerable Individual Program” (VIP) allows residents to voluntarily submit information to a secure database accessed by Michigan State Police. Participants are photographed and fingerprinted, which may give some pause—but this information can be incredibly helpful, especially for individuals who may be prone to wandering or elopement. It ensures faster identification and safe reunification.
Why This Matters
These registries are crucial because they:
- Help first responders know how to approach and communicate effectively
- Provide insight into medical conditions or disabilities that may not be immediately visible
- Alert responders to potential behavioral triggers or effective de-escalation techniques
- Aid in the safe return of individuals who may wander or become lost
- Give peace of mind to families and caregivers
At SpArc, we are encouraged by this progress and the growing collaboration between law enforcement and disability advocates. We strongly support these efforts and encourage other municipalities to follow suit. Every individual deserves to feel safe and understood in their community.
